Multiple blockchain analytics firms have identified the North Korean state-backed hacking group known as TraderTraitor or the Lazarus Group as the likely culprits. The theft, which took approximately 20 minutes, involved a compromised employee laptop and additional points of breach, according to Binance's co-CEO Richard Teng. By Saturday, Binance had covered 90% of the stolen assets using company funds, including its Secure Asset Fund for Users, Futures insurance fund and corporate treasury, with plans to cover the remaining 10% and resume withdrawals on Sunday. Norwich City Council has unveiled plans to cut emissions to net zero by 2045. The draft Energy Plan requires almost 3,000 drivers a year to switch to electric vehicles and nearly 2,800 homes annually to replace gas heating with low-carbon alternatives such as heat pumps. The council said it is exploring funding opportunities to help residents make the switch, including its Switch Together Solar collective buying scheme, which offers discounted EV charging points and solar panels.

Oxford has been ranked the toughest place to sell a home in England and Wales out of 48 towns and cities in Good Move's latest property index. The city faces significant affordability challenges, with an average house price of £467,000 against median annual earnings of £36,517, resulting in a house-price-to-earnings ratio of 12.79. House prices in Oxford fell by 0.90 per cent over the past year, and the average time to find a buyer was 65 days, with only 195 property sales recorded compared to Manchester's 1,252. Max Sargent, 26, was convicted of assault by beating after attacking Liam Carter, 24, at McDonald's on Cornmarket Street, Oxford on New Year's Day in the early hours of 1 January. A man in his 80s was seriously injured in a collision between a blue Skoda Octavia and a silver Renault van at the junction of School Road and Salt Way in Hanbury at around 1.48pm on 29 October. He was airlifted by the Midlands Air Ambulance to Queen Elizabeth Hospital in Birmingham. The van driver, a man in his 20s, sustained minor injuries and was treated at the scene. Essex Police reported five men for alleged hare coursing in Dengie marshes on 28 October. Officers, the Dog Section and a National Police Air Service helicopter were deployed after reports at about 8am. The men, aged in their 20s and 30s, came from Basildon, Cambridgeshire, London and Northamptonshire. Four dogs and four vehicles believed linked to the offence were seized. Three other people are due to be interviewed. Inspector Terry Jacobs said hare coursing causes distress to farmers and landowners and damages land, crops and wildlife. Hare coursing is illegal under the Hunting Act 2004.

A body was found in a burnt-out car on Sheepwalks Lane in Kinver, South Staffordshire, shortly after 8.20am on Thursday 29 October. Staffordshire Police and fire services investigated the scene. A crash on the A64 near East Heslerton in North Yorkshire has forced a diversion via Snainton on the A170. The government has delayed Suffolk's local government reform to 2028, when elections for new councils will be held. Police are asking for help identifying a girl who may have information about an ongoing investigation in Burnley. Officers were called just after 11.15pm on October 27 following a report of concern for a girl in Yorkshire Street. The girl left the scene before officers arrived and has not yet been identified. Anyone who recognises her from CCTV is asked to contact police on 101, quoting log 1409 of October 27.
